A mailto hyperlink is similar to a normal hyperlink except that when clicked on, an e-mail window appears with an e-mail address already filled in (assuming you have a default e-mail program on your computer).
An anchor marks a specific location on a web page. An anchor can be used in a hyperlink to not only take you to a certain web page, but to a certain spot on that page.
The <a> tag is used to create these, just as it is used to create a normal hyperlink. However, different attributes are used to specify a mailto or anchor.
